Special Organizational Meeting

Special Organizational Meeting

The Special Organizational meeting was called to order in the School Committee Room at the Coddington Building at 6:00 p.m. with the following members present: Mayor Thomas P. Koch, Mr. Paul Bregoli, Mrs. Tina Cahill, Mr. Doug Gutro, Mrs. Kathryn Hubley, Mrs. Emily Lebo, and Mr. Frank Santoro, Vice Chair. Also present were Superintendent Kevin Mulvey, Assistant Superintendent Erin Perkins, Ms. Kim Connolly, Ms. Allison Cox, Mr. Michael Draicchio, Ms. Julie Graham, Mr. Michael Marani, Mr. James Mullaney, Ms. Maura Papile, Mr. Keith Segalla, Mr. Lawrence Taglieri; North Quincy High School Student Representative Amy Tan; and Ms. Laura Owens, Clerk.

Mayor Koch and Mr. Santoro welcomed back School Committee for the first meeting of the new school year, thanking their colleagues, the Superintendent, Leadership and Principal Teams, and Quincy Public Schools staff for a successful first day of school. Thanks to the budget approved by the Quincy City Council and additional funding from the state thanks to the local delegation, Quincy Public Schools has continued to grow with additional staff positions and programs.

Review of Items in Subcommittee

School Committee reviewed the items currently in Subcommittee:

  • Athletics & Wellness: For Helmets for Girls Lacrosse, Mr. Bregoli would like to send a letter to MIAA, Mrs. Lebo asked for Quincy Public Schools to request a medical recommendation on pursuing this. Bullying/Cyberbullying was removed. For Purchase of Athletics Apparal, Mr. Bregoli would like to review budget/expenditures, so this was moved to the Budget & Finance Subcommittee.

  • Budget & Finance: The following items were removed as completed: Principal & Administrator Salary Survey, Transportation Fee Review, QPS FY2023 Budget Book, Overview of the Warrant Process. Mr. Gutro requested information about ARPA funding to be presented along with the ESSER funding review. Mrs. Lebo asked for a review of hiring and purchasing procedures, in light of the budget deficit situation recently brought out in Brockton Public Schools.

  • Equity, Diversity & Inclusion: The following items were removed as completed or ongoing: 2022 DESE Accountability Data; Cultural Relevance in the Curriculum.

  • Facilities, Security & Transportation: The following items were removed as completed: QPS Vehicle Storage Facility Relocation; Impact of Residential Developments on QPS Enrollment; QPS Website/School Page Updates; Naming the NQHS Band Room; 2022-23 School Improvement Plan Facilities Needs. For Item 7, the word “Grounds” was removed.

  • Policy: The following items were removed as completed: School Committee Policy Section 5.2.3 Emergency Closings; 9.11.5 Graduation Requirements; High School Community Service Learning; Creation of Cell Phone Policy; School Committee Policy 9.7.12 Service Animals; School Committee Policy Sections 4.4 Grants, Proposals, and Special Projects; School Committee Policy Sections 11.7: Gifts from the Public; 2023-2024 School Committee Meeting Calendar.

  • Special Education: Mrs. Hubley deferred adding any additional items until meeting with the Quincy Parent Advisory Council to Special Education board.

  • Teaching & Learning: The following items were removed as completed: Information Request for International Baccalaureate Program; Early College High School Program; Digital Literacy Program Update; High School Grading Review & Analysis; Superintendent’s Goals for 2022-2023; KidsVote USA

School Committee Goal Setting for 2023-2024

Mr. Santoro reviewed that Mr. James Hardy from the Massachusetts Association of School Committees is available to meet October 21, December 2, 9, 16 for a Saturday Goals Setting Workshop. Ms. Owens will coordinate among members to schedule a date that accommodates the members’ schedules.

Mayor Koch made a motion to adjourn the Special Organizational Meeting at 6:30 pm, seconded by Mrs. Hubley. On a voice vote, the ayes have it.
